Senator Mark Finchem has introduced SB 1036, legislation that would strengthen Arizona’s unemployment system by reducing fraud and reinforcing work expectations.
Unemployment benefits are meant to provide temporary help for people between jobs. In recent years, weak verification systems have allowed fraud to drain taxpayer funds and undermine trust in the program.
If enacted, SB 1036 would require claimants to actively search for work, document job applications, and accept suitable employment. It would also require stronger cross-checks against employment records, inmate databases, and death records before benefits are paid.
The bill would protect taxpayer dollars and ensure unemployment assistance remains available for those who truly need it, while reinforcing the value of work and personal responsibility.
