Arizona lawmakers are advancing SB1572, legislation sponsored by Senator Mark Finchem to strengthen civics education and ensure students graduate with a clear understanding of American government and constitutional principles.
SB1572 establishes school “Celebrate Freedom Week,” during which students receive focused instruction on the Declaration of Independence, the U.S. Constitution, and the Bill of Rights, along with the historical context behind those documents.
The bill also connects these founding ideas to major moments in American history, including the Revolution, abolition of slavery, and the women’s suffrage movement, helping students understand how core principles have shaped the country over time.
In addition, students in grades 3–12 would recite a passage from the Declaration of Independence unless excused, reinforcing familiarity with foundational texts. The legislation also ensures that schools cannot censor or remove religious references from these documents, preserving their original meaning.
The bill builds on Arizona’s existing civics requirements such as the statewide civics test required for graduation, by placing greater emphasis on founding documents and constitutional literacy.
SB1572 addresses a broader concern that many students graduate without a strong understanding of how government works or the principles behind it. By requiring consistent, structured instruction, the bill ensures students are better prepared to participate in civic life and understand their rights and responsibilities.
Senator Finchem introduced the legislation as part of his effort to restore a strong foundation in civics education and reinforce the principles of freedom, self-government, and constitutional order.
The bill has advanced through committee, continuing its progress through the legislative process.
