Senator Mark Finchem introduced SB 1646 because preparedness is responsible leadership.
Under SB 1646, when major statewide events are held where top executive officials gather in one location, the Governor would designate one constitutional officer to remain physically absent and at a secure distance. That designated official would serve as a continuity safeguard in the event of an emergency. The Department of Public Safety would be required to provide appropriate security, communications, and logistical support to ensure uninterrupted leadership if needed.
The bill applies to events such as inaugurations and State of the State addresses, where multiple high-ranking officials are traditionally present. By ensuring one remains off-site, Arizona reduces the risk of a leadership vacuum in the event of an attack or disaster.
Mark Finchem believes government must plan for worst-case scenarios, not simply hope they never occur. SB 1646 is a common-sense continuity measure that strengthens Arizona’s resilience and ensures that lawful authority remains intact no matter what challenges arise.
